Man charged with sexual misconduct after attempting to entice a child online

LEE’S SUMMIT, Mo. –  A man is in jail after allegedly attempting using an online chat to lure a reported 13-year-old girl, who was actually an undercover officer, into multiple sex acts. Brian E. Lucy, 54, has been charged with attempted enticement of a child and sexual misconduct involving a child less than 15 years of age according to a criminal complaint filed in Jackson County Circuit Court.

An investigation into Lucy’s online behavior began after a Yahoo! instant message conversation between a Lee’s Summit woman and Lucy lead to the woman contacting police.

She claimed that Lucy had propositioned her sexually. She added that Lucy wanted the woman to bring her 13-year-old daughter’s panties and possibly have sex with both of them, according to a probable cause statement from the Lee’s Summit Police Department.

She gave police permission to communicate with Lucy using her messenger account. An officer said that he and Lucy had several conversations about sex and he eventually directed Lucy to a different username that was created to continue communication.

Under the new guise the undercover officer and Lucy had more conversations that involved sexual inquires. The undercover officer claimed to have a 13-year-old niece, to which Lucy allegedly propositioned a myriad of sexual acts that involved the 13-year-old and required payments between $10 and $50. At one point Lucy reportedly offered $6 just to see the child nude. The undercover officer also posed as the 13-year-old at one point in the conversation, and they spoke about their sexual history and sex acts that Lucy desired.

Lucy asked for a picture before meeting so that he could be sure that he wasn’t in the midst of a police sting. The undercover officer provided a photo of a female that was wearing clothes and it was good enough for Lucy to arrange a meeting where he wanted the adult and 13-year-old to perform oral sex.

The undercover officer agreed to meet Lucy at a park. Lucy was identified in a white Nissan, which he had stated he would be driving in the online chat. Lucy was taken into custody at the park and told officers that he had not solicited a minor.

While being interviewed at the station, Lucy told a detective that he thought the conversation involved fantasy and he did not believe he was talking to a 13-year-old. When an officer confronted Lucy with evidence from the chats Lucy did admitted that he had lied and then provided no further information. Lucy is being in jail held on $100,000 bond.
