BELTON, Mo. — A 54-year-old man, who two years ago publicly declared his innocence in front of reporters, claiming he did not try to sexually assault boys in Jackson County has now been charged with sodomizing a boy in Cass County.

“Since you’re all watching, I declare myself innocent so you’ll know,” Norman Davis said, stopping for reporters’ cameras in February 2012.

The charges filed against him two years ago in Jackson County were ultimately dismissed because prosecutors did not have the evidence from the children to take the case before a jury. Police claimed Davis tried to lure boys ranging in age from 12 to 14, into his car by promising them money or marijuana in return for sex.

Now prosecutors in Cass County have charged Davis with the January 25 sodomy of a 15-year-old boy.

According to the probable cause statement, the boy said a man who identified himself as ‘Ned’ began texting him, met him at the boy’s house and together they went to a field east of the boy’s home and began to have sex.

The boy says he told the man that it hurt and wanted to stop, but the man told him to lie on his side. Fearing the man might hurt him further if he ended the sex, the boy said he allowed the man to finish, but continued to feel pain over the next few days. On January 29, he said he was still in pain and in order to see a doctor, he told his parents his stomach hurt so they’d take him to the hospital.

The boy’s parents showed police a picture of ‘Ned’ and police say they soon identified him as Norman Edward Davis, initials N.E.D.

Meanwhile, according to the probable cause statement, Ned contacted the boy again and requested a meeting. At that time, police were in possession of the boy’s phone and communicated with Ned, who promised to bring lubrication to avoid pain.  Ned agreed to meet the boy at the end of his driveway.

Police set up a sting operation and arrested the man who came to the driveway.

Cass County prosecutors charged Davis with one count of statutory sodomy in the 2nd degree.
