INDEPENDENCE, Mo. — Prosecutors charged Shawn M. Hughes, 37, of first-degree murder and armed criminal action in connection to the Nov. 12th shooting death of 26-year-old Bobby L. Mullins II of Versailles, Mo.

As Hughes was walked into the Jackson County Courthouse in Independence, Hughes shouted out toward reporters.

“Independence is the most crooked police department ever!”

When someone asked if he “did it,” Hughes claimed he didn’t know what he was being charged with.

According to court documents, Hughes is seen on store surveillance shooting Mullins outside a Shell gas station near 40 Highway and Blue Ridge Cutoff around 10 p.m. on Nov. 12. The probable cause states that about 20 minutes prior to the shooting, Hughes arrived at the gas station with a woman who was driving a dark-colored truck. Surveillance video records them entering the store and purchasing a number of items. Hughes and the woman exit the store and proceed to sit inside the truck for an ‘extended period of time.’

Mullins is then seen on store surveillance pulling up to the gas pumps in a white truck. He walks by the truck that Hughes and the woman are sitting in and enters the store. The probable cause states after Mullins enters the store, Hughes ‘immediately walks directly’ to Mullins’ vehicle where he punches the driver’s side window. Surveillance video shows him rummaging through the truck. Shortly after, Mullins exits the store and sees Hughes and runs toward him. The probable cause states that a brief confrontation ensued. Surveillance video shows Hughes pull out a gun and shoot Mullins in the head. Hughes is then seen running away from the gas station carrying a red backpack that he obtained from inside Mullins’ vehicle.

The female who drove Hughes to the gas station was arrested and released by police. The woman, whom police are not identifying, said they went to the gas station to buy cigarettes. The woman said Hughes and Mullins knew each other and stated that Hughes told her Mullins had stolen something from him. The woman said when they saw Mullins pull into to the gas station, Hughes mumbled some obscenities and said he was going to “get him.”

The woman told police she left the gas station after Hughes started rummaging around Mullins’ truck.

Police said the woman is not expected to face charges at this time.
