KANSAS CITY, Mo. — When you think of violent crime in Kansas City, you might typically think of murder – but on Thursday, the Kansas City Missouri City Council had a different problem in mind.

City leaders met with Kansas City Police Department Chief Darryl Forte about the problem of shooting victims who survive – but are afraid to press charges against the shooter.
