ATCHISON, Kan. — A school rule enforcer at Atchison High School has been accused of breaking the law, by having sex with a 17-year-old student.
Atchison County Attorney Gerald Kuckelman says 29-year-old Heather Duncan Robinson was a Truancy Officer at Atchison High School, met the student at the school and that their first sexual encounter happened in her office.
Robinson was arrested on eleven counts of Unlawful Sexual Relations, Friday. The age of consent is 17 years old in Kansas, so Kuckelman says the student’s age is not the reason Robinson has been charged with sex crimes.
“It was totally consenual,” Kuckelman said. “The State Statute is to avoid people being able to pressure people who are essentially beneath them in the authority category. Like jailers with inmates, doctors with patients, but anyway, one of them is a teacher or person of authority at a school.”
The case against Robinson started as scuttlebutt around town. The Kansas Bureau of Investigation was called in to investigate the rumors because Robinson’s father is a Sargent with the Atchison Police Department, so local authorities investigating this case could be a conflict of interest.
The charges against Robinson outline when and where she had sex with the 17-year-old. Not only do investigators say she had sex at Atchison High School, they say, Robinson, who is married, also had sex with the student in the home she shared with her husband.
FOX 4’s Shannon O’Brien went by Robinson’s address listed on court documents. A woman who poked her head in the window would not answer the door.
If Heather Robinson is found guilty she could spend two-and-a-half years behind bars for each of the 11 counts against her, plus she will have to register as a sex offender for 25 years. Robinson’s next court appearance is scheduled on June 30.
