JOPLIN, Mo. — Chris Cotten had only been on the job as Joplin Parks director for 80 days when the city was hit by a deadly EF-5 tornado. In the aftermath of that storm, he and an army of volunteers have helped turn a park decimated by the tornado into a new place to play and relax for Joplin residents.
